This training presents the specific levels of training required for compliance with the U.S.C.G. Maritime Security Regulations known as the Maritime Transportation Security Act (MTSA) and the International Maritime Organization’s International Ship and Port Facility Code (ISPS). The training is consistent with the requirements in 33CFR 106.220 and 104.225 and the ISPS code for personnel working in offshore oil and gas industries.

  • Use the various codes and regulations that protect the Offshore Oil Industry.
    • Name the Act Congress enacted to protect the public and Maritime from terrorist threats.
    • Explain the International Ship and Port Security Code.
  • Utilize advisory systems designed to warn of threat levels.
    • Define the Homeland Security Advisory System.
    • Identify meanings of the MARSEC Level system.
    • Recognize the colors in the Homeland Security Advisory System.
  • Follow the Maritime Security Regulations.
    • Explain what the vessel or facility security plan should outline.
    • Identify the Facility or Vessel Security Plan required by Maritime Security regulations.
  • Follow the new Maritime Security Measures.
    • List actions required under the new security measures.
  • Recognize suspicious behavior.
    • List the specific characteristics of suspicious behavior.
  • Recognize suspicious activities.
    • List the characteristics of suspicious activities.
  • Recognize suspicious situations.
    • Select characteristics of suspicious situations.
  • Know what the threat scenarios terrorists are likely to use and how.
    • Identify suspicious items.
    • List terrorists' weapons of choice.
    • Distinguish materials that can be used for making or detinating bombs.
    • Explain what to do if you discover a suspected explosive device.
  • Utilize your Emergency Response Plan.
    • Restate the primary objective in any emergency.
